Amazon has acquired the GW Ranch site in West Texas to draw power from a 7.65 GW natural gas plant, backing an air permit that authorizes up to 33 million tons of CO₂ emissions a year. The campus, Amazon's first off-grid AI data center, is designed to skip clogged grid interconnection queues and targets first power by Q1 2027.
Amazon has acquired the GW Ranch site in Pecos County, West Texas, to draw power from a 7.65 GW natural gas plant being developed by Pacifico Energy. The Texas Commission on Environmental Quality has issued an air permit authorizing up to 33 million tons of CO₂ emissions annually at the site, a volume roughly equal to the annual carbon output of several mid-sized countries.
The company is targeting first power delivery from the site by Q1 2027, and satellite imagery from late July 2026 already shows active land clearing underway. Three construction permits for data center buildings were filed in Texas in early August 2026.
Off-grid power sidesteps the queue
This is Amazon's first off-grid AI data center campus. Grid interconnection queues across the US have become clogged as data center demand surges alongside renewable energy projects competing for the same transmission lines, so a private power source sidesteps that bottleneck entirely. Amazon has reaffirmed its net-zero emissions target for 2040, though the company has separately acknowledged that its emissions have been rising alongside its growth.
The plant will use 35 gas turbines to deliver more than 5 GW of electricity to the campus. The setup also includes 1.8 GW of battery storage and 750 MWac of solar capacity, so the facility is not purely a gas operation. Initially, the entire campus will run off the ERCOT grid, Texas's main electricity market, operating as a self-contained energy island.
A wider land grab for dedicated power
Amazon is not alone in this strategy. Microsoft announced a nearby dedicated natural gas project of 2 GW in June 2026, a fraction of Amazon's scale but directionally identical.
Since early 2025, at least 59 behind-the-meter gas projects have been announced across the US, totaling approximately 90 GW of planned capacity, and Texas hosts the largest share. Behind-the-meter means the power is generated and consumed on-site, bypassing the public grid.
For Amazon, the GW Ranch project reflects a bet that building and operating dedicated generation is cheaper over time than competing for limited grid capacity while meeting the uptime demands of AI workloads. For the wider energy market, natural gas producers in West Texas gain a large anchor customer, and battery storage manufacturers and solar developers split the 1.8 GW and 750 MW contracts behind the campus.
Permitting the largest single greenhouse gas source in US history, while pledging net-zero by 2040, sets up a tension environmental scrutiny is likely to keep probing.
