China and the US have agreed to a $30 billion reciprocal tariff cut and launched a bilateral dialogue on artificial intelligence, part of an eight-point consensus reached during Chinese President Xi Jinping's visit to the US. The AI talks produced no sweeping agreement on development or regulation, with Trump and Xi taking visibly different positions on oversight.

Tariff cut headlines eight-point consensus

China's state news agency Xinhua reported that the two countries agreed to a $30 billion reciprocal tariff-reduction arrangement alongside the new AI dialogue, as part of an eight-point consensus reached during Xi's visit to the US.

Xinhua reported both measures as part of the same eight-point consensus reached during the visit.

No sweeping deal on AI development

On artificial intelligence itself, the summit between Trump and Xi produced no broad agreement to slow development or impose new restrictions. Trump doubled down on his light-touch approach, while Xi said the two countries should ensure AI remains, according to CryptoPotato: "under human control."

Trump claimed China shares his view that AI rules should stay exactly where they are now, consistent with his broader resistance to new regulation and his argument that the US should prioritize rapid development to keep its technological lead. Xi's comment, by contrast, stopped short of endorsing any specific international framework but amounted to a clearer call for guardrails than Trump's public position.

Bessent's dialogue proposal

Ahead of the summit, US Treasury Secretary Scott Bessent proposed creating the bilateral AI dialogue during preparatory talks with Chinese Vice Premier He Lifeng. The mechanism would notify each side of significant industry-related national security incidents, aiming to improve transparency and reduce the risk of escalation if an AI incident affected military systems, critical infrastructure, or other sensitive areas.

Washington and Beijing both view AI leadership as strategically critical, but they continue to approach regulation from different directions: the Trump administration emphasizes speed and competitiveness, while Chinese officials have increasingly highlighted state oversight and human control.
