Circle opened Arc's public mainnet on Sept. 16 with 11 founding validators drawn almost entirely from traditional finance, including BlackRock, Visa and DTCC. Two of them, SBI and Mastercard, are also close commercial partners of Ripple, whose RLUSD stablecoin competes with Arc's USDC-based rails. BlackRock plans to deploy its BUIDL fund on the new network, and DTCC's tokenization work is due to start in the second half of 2027.
Circle has opened the public mainnet of Arc, an EVM-compatible layer-1 blockchain built for payments and tokenized financial markets. The founding validator cohort draws almost entirely from traditional finance, with BlackRock, DTCC, Mastercard, Visa and SBI running nodes alongside Circle itself.
The validator list reads like a bank directory
Arc's genesis validators are Blackrock, DTCC, Galaxy, Global Payments, ICE, Mastercard, Moneygram, SBI, Standard Chartered, Sumitomo Corporation and Visa, running alongside Circle. There are no independent node operators and no crypto-native infrastructure firms in the founding set. According to CoinGape, Circle CEO Jeremy Allaire said: "Arc is the single most significant launch in Circle's history since USDC itself."
Dollars as gas, not a token
Arc uses USDC as its native gas, so transaction costs are quoted in dollars rather than in a volatile network asset. Circle says the network offers sub-second settlement finality and supports assets including USDC, EURC and tokenized real-world assets. More than 100 institutional and ecosystem builders worked on Arc's private mainnet.
Day-one applications include Aave, Uniswap and Morpho on the decentralized finance side, alongside wallets and venues such as Kraken, Metamask and Fireblocks. The testnet processed more than 700 million transactions before the public launch.
SBI sits on both sides of the stablecoin race
SBI has been Ripple's largest external shareholder since 2016, holding roughly 9% of the company, a stake CEO Yoshitaka Kitao has valued near $4 billion. SBI Ripple Asia runs Japan's only live XRP remittance corridor, and in March 2026 SBI became the first regulated RLUSD distributor in Asia. It is now also a founding validator on Arc, a chain built for the same institutional stablecoin settlement market Ripple has spent 2026 building RLUSD into.
Mastercard occupies similar ground: the card network expanded its settlement framework to include RLUSD across eight blockchain networks, the XRP Ledger among them, while also validating Arc from day one.
What comes next
BlackRock intends to deploy its BUIDL fund on Arc so investors can subscribe, redeem and deploy fund assets in one onchain environment. DTCC is working with Circle on tokenization of DTC-custodied assets on Arc. That work is scheduled to start in the second half of 2027.
Circle also said it is considering a shift to a proof-of-stake model for Arc in 2027, a move that could give its newly minted 10 billion ARC tokens a network role — though the company stressed the minting doesn't confirm a public token launch.
