As a result, the bill may not reach the Senate floor this week unless those ethics negotiations wrap up first. Even so, filing cloture on Thursday would clear the last hurdle to a procedural vote this week, if senators decide to take that step before the break.
Despite the delays, Senator Cynthia Lummis has suggested the Senate could stay in session past its scheduled recess to keep working on the bill.
