EU drafts sanctions package targeting 1,600 Russian entities

The European Union is drafting its largest sanctions expansion since Russia's full-scale invasion of Ukraine, targeting roughly 1,600 people and organizations tied to Moscow's war effort. The package goes before the EU Foreign Affairs Council in October and would push total EU designations against Russia past 4,000.

The European Union is assembling a draft sanctions package targeting roughly 1,600 individuals and legal entities tied to Russia's war effort, split evenly between 800 people and 800 organizations. The proposal goes to the EU Foreign Affairs Council meeting in Ireland on October 16, with adoption expected by mid-October.

If finalized, the package would push the EU's total sanctions designations against Russia to well over 4,000. That is up from nearly 3,000 currently.

Targeting evasion networks

The European External Action Service has reportedly spent months building the target list, focusing on Russia's military-industrial complex. Rather than just the obvious players, the new designations aim at companies and intermediaries that found ways to sidestep earlier rounds of restrictions.

This follows the 21st sanctions package, adopted on July 23, 2026, which added 218 new listings — the highest number of new designations in four years. The proposed 1,600 targets would dwarf that round by comparison.

The crypto dimension

The 21st package also broke new ground by incorporating bans on crypto-asset service providers operating in third countries, closing a loophole that let sanctioned entities move value through digital asset platforms outside EU jurisdiction as a workaround for frozen bank accounts and blocked SWIFT access. That 1,600-entity package hasn't yet specified additional crypto-specific provisions, but the EU's pattern has been to layer restrictions progressively, and the infrastructure for targeting digital asset flows is already in place from the July round.

Compliance burden grows

Screening 1,600 new names against customer and counterparty databases is a heavy operational lift, and the penalties for getting it wrong are severe. Energy, defense, and dual-use technology sectors face the most direct exposure. Because the EU's approach targets evasion networks in third countries, companies in Central Asia, the Caucasus, and parts of the Middle East and East Asia face growing scrutiny over their role as potential transshipment points.
