Fed Chair Kevin Warsh Ends Forward Guidance, Runs Central Bank Like a C-Suite

Kevin Warsh, who became Federal Reserve chair in May, is breaking from his predecessors by cutting back on forward guidance and running the central bank more like a corporate C-suite. He has shortened policy communications, launched several task forces, and pushed to fold more artificial intelligence and real-time private-sector data into the Fed's process — a shift some economists say leaves markets guessing.

Kevin Warsh is running the Federal Reserve less like a public institution and more like a company boardroom. Since taking over as chair in May, the former Morgan Stanley executive has moved away from forward guidance, the practice of signaling future rate moves to markets and households.

A tighter, shorter message

At his first Jackson Hole address on Friday, Warsh said his colleagues will work to build more reliable models and rules to guide policy decisions, adding that he is "not waiting to introduce innovations at the Fed to make us fit for purpose". According to Business Insider: the two rate-decision briefs released under his tenure so far were short and nearly identical to each other, offering little on the committee's outlook.

Warsh has said the approach is deliberate, since he wants investors to focus on real-time decisions rather than trying to anticipate the committee's next move. He has also hinted he may space out press conferences later in his term.

He has also broken from tradition on interest rate guidance. He skipped the June rate projections, leaving his own dot off the Fed's forecast chart, a step his predecessors avoided even as they downplayed those forecasts.

Task forces and a push for AI

Where past chairs leaned on monthly jobs and inflation reports, Warsh wants the Fed to react to real-time private-sector data instead, arguing the jobs report merely echoes history rather than current conditions.

He has set up task forces covering central bank communications, jobs and productivity, inflation, the balance sheet, and data, each staffed with outside consultants and economists.

He has also pushed the Fed to lean more on artificial intelligence in its research, arguing that AI progress has moved faster than even its supporters predicted a couple of years ago.

Economists say the approach leaves gaps

Former Fed economist Claudia Sahm said this week that Warsh's broad claims and slogans leave too many blanks for outsiders to follow. RSM chief economist Joseph Brusuelas said Warsh's Jackson Hole remarks added little that markets could not already infer, and that Warsh is not yet ready to answer hard questions about central bank independence.

Some congressional leaders have raised similar concerns amid pressure from the Trump administration for lower rates. Warsh maintains that fighting inflation remains the Fed's core mandate.
