Former Ripple CBDC adviser Anthony Welfare says the XRP Ledger has the technology to support large-scale banking and cross-border payments. He cautions that technology alone does not guarantee institutional adoption or a higher XRP price.
Anthony Welfare, a former Ripple CBDC adviser, says the XRP Ledger (XRPL) can support large-scale banking and cross-border payments. But he believes strong technology does not automatically lead to institutional adoption or guarantee gains in XRP's price.
Welfare sees no scaling barrier for XRPL
Speaking on the AllinCrypto podcast, Welfare said XRPL can support cross-border payments, tokenized assets, and fast, low-cost transactions. He sees no fundamental reason the network cannot scale to meet the needs of banks, payment systems, and governments.
He also noted that companies are moving beyond blockchain trials toward pilot programs and real-world applications, although much of this work remains private. Welfare said XRPL lets users trade assets and send money between wallets in less than three seconds.
He pointed to Ripple's RLUSD, a dollar-backed stablecoin, as an example of how the network can support digital payments. In the future, users could also transfer digital versions of currencies, stocks, and other assets through blockchain networks.
Liquidity and interoperability remain hurdles
Speed alone does not win institutions, according to Welfare. They also require sufficient liquidity, reliable asset backing, custody services, and compliance systems.
Connecting networks is another challenge, because businesses may use Ethereum, Arbitrum, private blockchains, or other systems instead of relying on one ledger. Welfare put it this way: "The tech is there. There’s no reason why it shouldn’t work, apart from humans."
More XRPL use does not mean a higher XRP price
Asked whether growth in the XRPL ecosystem would lead to an XRP price rally, Welfare said banks and companies can use the ledger to send money and move digital assets. But more use of the network does not mean the XRP token will gain the same value.
The benefit to XRP depends on how it is used in payments, and factors such as available funds, asset backing, safe storage, and how payments move also matter. Higher XRPL transaction volumes therefore do not automatically lead to higher XRP demand or prices.
XRP was trading near $1.31 amid a broader crypto market correction.
