QatarEnergy has reportedly secured a $3 billion loan from four Chinese banks as it repairs and expands its LNG capacity after Iranian strikes. OilPrice.com author Simon Watkins reads the deal as a sign of Beijing's confidence in Qatar's facilities, and as a possible way to gain influence in the Gulf.

QatarEnergy secured a US$3 billion loan from four Chinese banks last week, according to reports that a senior source close to the EU's energy security complex verified exclusively to OilPrice.com. The loan is the largest exclusively Chinese-underwritten corporate loan a Qatari state entity has secured to date.

Four banks, five years, 50 basis points over SOFR

Bloomberg's analysis, as cited by OilPrice.com, describes a five-year syndicated debt facility financed entirely by Bank of China, Industrial and Commercial Bank of China, Agricultural Bank of China, and China Construction Bank (Asia). Its pricing is 50 basis points over the US Secured Overnight Financing Rate (SOFR), which the article calls exceptionally competitive.

Watkins argues that, quite aside from the financial metrics, the deal appears to demonstrate China's confidence that Iran will not target Qatar's facilities in the future. He also suggests China may be using Iran's military threat to push loans for repairs to damaged infrastructure and gain influence in the victims of those attacks. Bloomberg figures show that Chinese bank lending to Gulf borrowers, excluding bilateral loans, surged more than fivefold last year to a record US$11.5 billion.

Iranian strikes took 17% of export capacity offline

The loan follows Iranian attacks in March on Ras Laffan Industrial City. The strikes on the 18th and 19th of March knocked offline 17% of Qatar's LNG export capacity, damaging two LNG processing trains and Shell's Pearl GTL facility. QatarEnergy CEO Saad Sherida Al-Kaabi confirmed that losing 12.8 mtpy of capacity equates to roughly US$20 billion in lost annual revenue.

Qatar said at the time that full repairs to the damaged LNG trains were projected to take three to five years. Shell has since announced a partial restart of Pearl GTL, and repairs on the damaged half of that plant will not be fully complete until Q1 2027.

North Field expansion could start early

QatarEnergy has accelerated its North Field East expansion for natural gas, which will add six developments across the North Field East and North Field South by 2029, totalling 48 million mtpy of new LNG production. A separate North Field West set of projects would lift output from 77 million mtpy to 142 million mtpy before the end of this decade.

Several reports last week indicated that the first North Field East train could start operating as early as next month, earlier than the H1 2027 timeline Al-Kaabi mentioned last month.
