France's National Assembly has postponed its vote on the 2027 budget revenue section for a second time. Lawmakers rejected two proposals to tax unrealized crypto gains when investors move abroad, but other crypto tax measures remain under consideration.
France's National Assembly postponed the vote on the revenue section of its 2027 budget for a second time, with 758 amendments still pending. Days earlier, lawmakers rejected two proposals that would have taxed unrealized cryptocurrency gains when eligible investors moved abroad.
A parliamentary notice showed that lawmakers would continue examining the revenue provisions on November 3. The decision follows an October 20 postponement, when more than 2,000 amendments remained unresolved.
Two exit-tax amendments fail
On October 30, the Assembly rejected amendment I-3904, introduced by Nicolas Sansu, by 55 votes to 27 with one abstention. It would have brought eligible crypto assets into France's existing exit-tax framework, including holdings in self-custody wallets.
A second proposal, I-3432 from Mickaël Bouloux, lost by 60 votes to 31. It targeted unrealized gains on household crypto holdings above €800,000 for investors who had been French tax residents for at least six of the previous 10 years.
Stablecoin swap tax stays in the text
However, a separate measure is still in the draft. Article 4 octies, which would make certain swaps from crypto into fiat-pegged stablecoins taxable, remains in the provisional text published November 2, according to The Defiant.
The Defiant reports that the amendment was adopted individually, but the revenue section as a whole has not been approved, so the measure is not law. Public accounts minister David Amiel opposed the amendment on October 16, arguing that implementation would be too complex.
Other proposals also remain under discussion. One would require individuals holding at least €100,000 in self-custodied crypto to report those assets to tax authorities. Another would exempt crypto payments for goods and services from capital gains taxation when total qualifying payments do not exceed €1,000 during the tax year.
November 17 deadline looms
The Assembly must complete its first reading by midnight on November 17. If it has not voted on the entire bill by then, the government must send its original text to the Senate, potentially incorporating Assembly amendments the government accepts.
