Energy Transfer is sending its Green Chile Project pipeline across federal land instead of New Mexico state land, after the state's land commissioner rejected the company's proposal twice. The reroute feeds Oracle's Project Jupiter, an AI data center campus in Dona Ana County, and pushes the pipeline's in-service date from August 15, 2026, to February 1, 2027, a delay of about five and a half months.

Two rejections, one new route

New Mexico Land Commissioner Stephanie Garcia Richard rejected Energy Transfer's application to cross state-owned land in March 2026, then rejected a revised version in July 2026. Rather than file a third state application, the company redirected the 17.8-mile pipeline onto land administered by the US Bureau of Land Management. The line is designed to carry up to 400 million cubic feet per day of natural gas to Project Jupiter.

Oracle shifts its power plan

The pipeline reroute isn't the only change at Project Jupiter. Oracle has moved away from its original plan for an on-site natural gas plant and adopted Bloom Energy fuel cells, which reportedly cut emissions by around 92% compared to traditional combustion-based power generation. The fuel cells also reduce water use, though they still draw on natural gas as an input, so the pipeline remains necessary.

Project Jupiter's economic footprint

Despite the regulatory delays, Project Jupiter has created nearly 700 onsite jobs by mid-2026 and generated close to $80 million in state and county tax revenues, according to project figures. Those numbers give Oracle and its development partner, Yucca Growth Infrastructure, leverage in the ongoing debate over the project's place in Dona Ana County.
