Russian President Vladimir Putin signed a decree that further limits public disclosure of data on energy and oil product exports. The move responds to sanctions from the United States and other Western countries and is meant to make those sanctions harder to enforce.
Putin signed the decree on Monday, restricting the publication and use of specific data sets tied to Russian energy exports, including the nature, price, sellers, buyers, routes and destinations of shipments. Publication of this information through mass media is also restricted under the new rules.
A widening information clampdown
Russia has already classified several data points on its energy sector, particularly crude oil production figures, since Western sanctions began following its annexation of Crimea from Ukraine in 2014. Those restrictions increased after the start of the full-scale conflict in February 2022.
Data now flows only through companies
Under the decree, data dissemination is only permitted if a company involved in a transaction chooses to reveal the information itself. The publication of relevant customs data tied to these exports is also restricted.
