Ripple CEO Brad Garlinghouse has thrown his support behind the CLARITY Act as the bill heads toward a Senate cloture vote on September 15. The push comes as the National Sheriffs' Association dropped its opposition to the bill, removing one source of resistance among swing-vote senators.

Garlinghouse threw his weight behind the CLARITY Act after Donald Trump's White House innovation summit, responding to a post from CFTC Chairman Mike Selig. He said he was proud to be in the room alongside leaders from crypto and traditional finance.

According to Brad Garlinghouse: "Making America the crypto capital of the world is within reach — let's finish the job." The CLARITY Act would hand the CFTC more control over crypto trading while reducing the SEC's role in secondary crypto markets. For Ripple, the stakes are personal after its long legal fight with the SEC over XRP.

Senate math still tight

The Senate is set to vote on September 15 on whether to move forward with H.R. 3633, a motion that needs 60 votes to clear. Republicans hold 53 seats, so Democratic support remains essential.

The timing is tight elsewhere too: House Republicans canceled voting sessions for the weeks of September 21 and September 28, cutting eight legislative days from the calendar. Lawmakers are expected to leave Washington on September 17, leaving little room to act if the Senate amends the bill.

Sheriffs step back from opposition

The National Sheriffs' Association moved from opposition to neutral in a September 5, 2026 letter to Senate leaders John Thune and Charles Schumer, citing the bill's complexity and unresolved details. The group had previously raised concerns about decentralized finance and possible gaps in anti-money-laundering rules, a reference to the bill's treatment of DeFi platforms.

The move follows the Major County Sheriffs of America also going neutral in July. Still, unresolved ethics questions over officials profiting from crypto remain the main obstacle for swing-vote Democrats, according to CoinGape.
