President Trump's push to reshape the Federal Reserve's policy team has stalled in the courts, but he may still get as many as four chances to expand his influence over the central bank. Meanwhile, investors are waiting for Fed Chair Kevin Warsh to explain his rate-policy roadmap at this week's Jackson Hole symposium.

Trump's attempts to remove Fed officials and install his own picks have hit resistance from the courts and the Senate. Yet he could still get up to four openings to reshape the seven-seat Board of Governors before his term ends.

Cook case returns to district court

Fed Governor Lisa Cook, the first Black woman to serve on the board, was appointed by then-President Joe Biden in 2022 to a term that runs until 2038. Trump tried to fire her a year ago, but the Supreme Court ruled he could not remove a Fed governor without adequate cause and a clear process, sending the case back to a federal district court. The administration is now arguing that a past misstatement on a mortgage document is sufficient cause, and it has told Cook to respond by Wednesday. Cook calls the effort a pretext to gain sway over rate policy and is expected to keep fighting her dismissal.

Trump has stood behind Warsh even though Warsh set aside all rate guidance in June, shortly after taking over as chair. Trump said last month he views the Fed's board as "maybe a little bit hostile," according to Economy News.

Powell's seat and Jefferson's choice

Fed Governor Jerome Powell, who led the central bank for more than eight years until May, has chosen to stay on the board. His term runs until early 2028, giving Trump the only certain vacancy he can fill before leaving office. A dropped criminal probe into a Fed building renovation has given way to a separate Fed Inspector General investigation that Powell himself had already set in motion, and its findings could still prompt another push to remove him. Vice Chair Philip Jefferson, also a Biden appointee, will next year decide whether to leave or keep his governor's seat through 2036 — a choice that could determine whether Trump can widen his footprint further.

Investors await Warsh's Jackson Hole debut

Few investors expect Warsh to use his Friday speech at the Kansas City Fed's Jackson Hole gathering to offer the forward guidance the Fed has traditionally given there. He has told markets to read signals instead, and rate futures now price a 40% chance of a rate hike next month, up from 33% a week earlier, according to the CME's FedWatch tool. Investors want Warsh to commit more firmly to the Fed's 2% inflation target and to spell out how the Fed would respond if price growth stays above it, especially after the Treasury doubled its buybacks of long-dated bonds this month, in a move investors widely saw as an effort to tamp down yields even though Secretary Scott Bessent said it was aimed at supporting liquidity.
