The fixCleanup3_4_0 amendment for the XRP Ledger could activate as early as October 23, 2026, if validator support holds above 80%. Meanwhile, an emergency patch has drawn centralization accusations, and the XRP Kuwait validator has rejected them.
The XRP Ledger's fixCleanup3_4_0 amendment began its two-week activation window on October 5, 2026, according to XRPScan data. The earliest activation date is 9:34 AM UTC on October 23, 2026.
Validator support sits just above the threshold
Validator support must stay above 80% for the amendment to launch. If it slips to 80% or lower even once, the amendment is rejected and the 14-day timer starts over.
The amendment shipped in Version 3.4.0 of xrpld and entered voting on September 17, 2026. It currently has 81.25% consensus, with 26 out of 32 validators voting for it.
What the amendment fixes
The package covers Single Asset Vaults, the Lending Protocol, Automated Market Makers, the permissioned DEX, trust lines, NFTs, MPTs, Escrow, Sponsorship, transaction signing and permission delegation. It is also essential for Permission Delegation: until it is enabled, users cannot delegate the PaymentBurn granular permission.
Among the specific changes, the fix rejects fake-XRP NFT offer amounts and recycles the escrow owner reserve in EscrowCancel and EscrowFinish.
Emergency patch fuels a centralization debate
Separately, the release of xrpld 3.4.1, a critical security patch that node operators installed almost simultaneously, sparked debate. Critics questioned how independent the network's validators are, because the protection was activated on nodes after the upgrade without a network-wide vote.
XRP Kuwait rejected the claim. In its open rebuttal, the validator said: "Coordination is not the same as control."
The patch addressed a payment engine bug involving an integer overflow that had gone undetected in the code since 2015. According to the XRPL Foundation, no loss of funds has been recorded. XRP Kuwait also acknowledged that the network faces decentralization challenges.
