Bitcoin developer Matt Corallo puts the odds at 80% that the Great Consensus Cleanup (BIP-54) becomes the network's next soft fork. The proposal targets four long-standing vulnerabilities, and Paul Sztorc of LayerTwo Labs calls it a maintenance fork that does not do anything.
Matt Corallo, a long-time Bitcoin developer and BIP-54 co-author, sees an 80% chance that the Great Consensus Cleanup will be Bitcoin's next soft fork. He made the estimate on MARA Foundation TV, though no formal timeline for the BIP has been set.
Four flaws in the consensus rules
The proposal dates to 2019 and targets leftover flaws in Bitcoin's consensus design that Corallo says have historically been sidelined. According to Corallo, BIP-54 "fixes some stuff that everyone agrees are problems", and he said the issues are real but not a case of the sky falling.
Decrypt lists four vulnerabilities the upgrade addresses:
- Poison blocks: a miner could mine a specially crafted block that exploits performance bottlenecks and slows node validation for everyone else.
- Time warp bugs: a loophole in the two-week difficulty adjustment window lets miners controlling a majority of hashrate manipulate block timestamps.
- Merkle malleability: a 64-byte transaction is the same size as an internal Merkle tree node, so an attacker could theoretically forge proofs to trick light clients.
- Duplicate coinbase transactions: historical quirks that allowed duplicate transaction IDs will resurface at future block heights.
A rehearsal for future upgrades
Corallo also calls the cleanup a practical exercise for developers who have not yet been through a soft fork. He argues that BIP-54 can set a deployment playbook, because recent soft forks have brought arguments over activation mechanisms. Taproot's activation, for instance, pitted miner-signaling thresholds against mandatory user flag days.
Not everyone is enthusiastic. Paul Sztorc, co-founder and CEO of LayerTwo Labs, called the potential activation depressing, since it is a janitorial maintenance fork that does not do anything.
Sztorc also surveyed developers at TABconf in Atlanta. He found that most expect the cleanup to come next, with the earliest estimate at September 2027 and most pointing to 2028 or later.
