Cardano has 42.6 million ADA left under its current treasury withdrawal allowance, although the treasury holds about 1.38 billion ADA. A pending 22 million ADA copper-reserve request would use more than half of that room if enacted.
Cardano has 42.6 million ADA left under its treasury withdrawal allowance, even though the treasury itself holds about 1.38 billion ADA. New withdrawals must fit inside that remaining authority or follow a newly agreed limit.
How the 500 million ADA ceiling is counted
As of Oct. 16, 2026, 30 enacted withdrawal actions totaled 457,395,629 ADA against an agreed 500 million ADA ceiling. That leaves about 8.5% of the allowance for the period ending around July 3, 2027.
Despite its name, the Net Change Limit measures gross withdrawals. Reserve allocations, fee income, donations and returned grant money do not offset the amount counted against the ceiling. As a result, the treasury balance can grow while the allowance stays unchanged.
The 500 million ADA limit was recorded in an InfoAction submitted July 2. Its final voting summary showed 62.35% stake-weighted DRep support.
A 22 million ADA copper request tests the limit
The Cardano Strategic Copper Reserve request seeks 22 million ADA. It remained unratified and unenacted in the Oct. 16 snapshot, so it has not reduced the remaining allowance.
If it were enacted in full before any other new withdrawal and the limit stayed unchanged, headroom would fall to 20,604,371 ADA. The project commits to returning realized net copper-sale proceeds and unused funds by month 36, but a later return would not reopen the allowance.
Money already withdrawn is a separate matter. Intersect reported on Oct. 9 that MLabs' Plutarch and Ply maintenance contract had been funded for 12 months of work. Only a new withdrawal uses additional room under the allowance.
DReps can prioritize requests within the remaining amount, consider smaller withdrawals or defer them until they fit an applicable limit, or agree to another limit.
