Ripple’s Stuart Alderoty Urges Senators to Hear From Crypto Holders Before CLARITY Act Vote

Ripple Chief Legal Officer Stuart Alderoty is asking senators to meet everyday crypto holders before the Senate's September 15 cloture vote on the CLARITY Act. The procedural vote needs 60 senators to agree before formal debate on the bill can begin, and Republican doubts over unresolved ethics provisions could still complicate its path forward.

Ripple Chief Legal Officer Stuart Alderoty is pushing senators to hear directly from crypto holders before a procedural vote that could decide whether the CLARITY Act reaches formal Senate debate. He has reached out to the offices of senators who voted against the bill or remain undecided.

Alderoty Pushes for Direct Outreach

According to Alderoty on X: "real people with digital assets" should be heard before lobbyists or industry executives ahead of the vote. He referenced roughly 67 million U.S. crypto holders, citing research from the National Cryptocurrency Association.

The association's 2026 survey also found that one in four American adults holds cryptocurrency. Alderoty argues these holders should get a chance to describe how federal crypto rules affect them directly.

September 15 Cloture Vote Is the Next Hurdle

The Senate will not vote on final passage of the CLARITY Act on September 15. Instead, senators will vote on cloture at approximately 2:15 p.m. ET on the motion to proceed, and the procedural step needs 60 votes before the chamber can enter formal debate.

The bill would split regulatory oversight of digital assets between the SEC and the CFTC. The Senate Banking Committee passed it in May by a 15-9 vote, but political conflict has continued since.

Republican Doubts Persist Over Ethics Provisions

Sen. Mike Rounds said prospects for the bill currently don't look strong. Sen. Thom Tillis separately said it may fail without further compromise on ethics rules.

The dispute centers on provisions covering the president and his family's crypto interests, and Democrats are asking for additional restrictions with no resolution yet in sight.
