Le Lists Seven Potential Catalysts
Strategy President and CEO Phong Le said bitcoin markets could become more active during the fall as regulatory, financial, and political developments converge, according to an Aug. 16 statement. He tied the potential revival to policy changes, institutional adoption, economic stability, geopolitical developments, and the U.S. midterm elections.
Le described the outlook as a set of possible catalysts rather than a price target or timeline. He wrote on X that markets have been quiet in late summer, listing regulatory innovation exemptions, CLARITY Act progress, bitcoin banking adoption, growth in digital credit and money, macroeconomic stability, geopolitical progress, and the midterms, adding: "We are still early."
Regulators Weigh Tokenized Securities Rules
SEC Chairman Paul Atkins said the agency was nearing an innovation exemption for compliant trading of tokenized securities on April 21, while permanent rules remain under development. However, the SEC canceled an Aug. 14 meeting scheduled to consider proposing new crypto-asset offering rules because of a scheduling issue, and no new date has been announced.
The Senate Banking Committee advanced the CLARITY Act in a 15-9 vote on May 14, moving the digital asset market structure bill to the full Senate. Senate leaders delayed floor consideration until after the August recess and set a Sept. 15 cloture vote that needs 60 votes to advance the legislation.
Banks and Digital Credit Widen Institutional Access
The Office of the Comptroller of the Currency confirmed in March 2025 that crypto custody and stablecoin activities are permissible when institutions maintain risk controls and follow applicable laws. Coinbase (Nasdaq: COIN) joined several companies receiving conditional OCC charter approval in 2026, though each applicant must still satisfy preopening requirements.
Strategy has positioned digital credit as part of its bitcoin-centered capital strategy through preferred securities backed by its balance sheet, giving investors another channel for exposure without direct ownership of the asset. A spot bitcoin ETF holds bitcoin through an institutional custodian, while investors own fund shares that trade during stock market hours and remain subject to fees and market volatility.
