XRP holds above $1.00 support as traders wait on a possible September 15 Senate procedural vote on the CLARITY Act. Grayscale's research chief says full passage this year looks unlikely, while XRP exchange-traded funds near $1 billion in combined assets despite flat daily inflows.

XRP traded at $1.059 on Sunday, holding above the $1.00 support level even as its weekly performance stayed negative. The coin moved about 1.8% higher on the day. That move tracked a broader recovery as Bitcoin reclaimed $65,000. Ether, meanwhile, held above $1,900.

CLARITY Act faces a September 15 Senate test

The Senate could hold its earliest procedural vote on the CLARITY Act on September 15, though lawmakers have not confirmed that date as a passage vote. Senate Majority Leader John Thune placed the bill in line for consideration before the chamber left for its August recess. However, the measure needs 60 votes to clear, meaning it requires support from several Democrats. Disputes over the bill's ethics provisions and decentralized-finance insurance rules remain unresolved, and those divisions could shape market expectations before senators return.

Its provisions aim to draw clearer oversight lines between the SEC and the Commodity Futures Trading Commission. Clearer rules could favor XRP, given the token's history with US securities enforcement.

Grayscale sees long odds for passage this year

Grayscale research chief Zach Pandl said the CLARITY Act's 2026 prospects are dimmed by election-year politics and the Senate's calendar. Yet growth in bitcoin and stablecoins could continue regardless, he added. Without expanded regulation, though, investment and blockchain development may keep leaving the United States.

XRP price levels to watch

An effective procedural vote could lift confidence and help XRP break above $1.08 and $1.12. Any further move to $1.18 would need strong trading volume, plus broader strength across bitcoin and other major assets.

If the measure fails to advance, disappointed traders could send XRP back toward $1.00, with $0.95 as the next downside target. Political delays could also stretch the uncertainty out toward the midterm elections.

XRP ETFs near $1 billion in assets

XRP ETFs saw no net inflows on August 7, leaving combined historical inflows at $1.51 billion. Total assets reached $953.19 million, about 1.49% of XRP's market capitalization.

Bitwise's fund led with $303.40 million in assets, ahead of Franklin's XRPZ at $245.36 million and Canary's XRPC at $237.38 million, while 21Shares and Grayscale held smaller amounts. Combined trading volume across the funds hit $15.79 million, with Bitwise recording the highest daily trading value at $8.13 million. All five funds closed lower, with daily losses ranging between 1.09% and 1.30%.
