The sanctions package leaves untouched the one buyer that matters most: China. Treasury Secretary Scott Bessent rolled out more than 60 entities, individuals, and vessels tied to Iran's oil exports, nuclear program, and cyber operations on August 24, dubbing it "Operation Economic Outcast."

China buys most of Iran's oil

China purchases between 80% and 90% of Iran's seaborne oil exports, which leaves the sanctions targeting smaller middlemen, shell companies, and tankers rather than the buyer absorbing nearly all the volume. US officials have avoided imposing broad secondary sanctions on major Chinese financial institutions, opting instead to target smaller entities while leaving Beijing's big banks untouched.

With a Xi-Trump summit reportedly scheduled for September 2026, the administration appears to be weighing diplomatic leverage against economic escalation, at least for now. President Trump had already signaled the tension: according to Crypto Briefing, he warned on August 19 of "tremendous economic consequences" for countries aiding Iran.

Sanctions reach beyond oil

Operation Economic Outcast's scope extends past crude: new sectoral sanctions hit digital assets, technology, gold, aviation, and shipping. The operation also complements an ongoing US naval blockade against Iran, part of a broader six-month military campaign. Bessent specifically warned third-party countries against facilitating Iran's trade.

Oil prices barely move

Despite the scale of the package, oil prices showed only minor fluctuations after the announcement, nothing resembling a supply shock. Without a direct confrontation over China's role as Iran's economic lifeline, analysts are questioning whether the campaign will meaningfully dent Tehran's revenue.

For crude oil traders and energy investors, the real variable now is whether the September summit between Trump and Xi produces an agreement on Iran, or whether the diplomatic track collapses and forces Washington to choose between confronting Beijing and accepting a ceiling on the sanctions' effectiveness.
