Senators Cynthia Lummis, John Boozman and Tim Scott released the final 635-page CLARITY Act text on September 14, following more than a year of bipartisan talks. The draft adopts roughly 80% of the Tillis-Gallego proposal, requiring federal lawmakers, judges and their spouses to sell major crypto holdings or place them in a blind trust, and it hands state attorneys general a role in enforcement.
Lummis said a "no" vote would mean rejecting the new ethics rules and risking U.S. leadership in digital assets. According to Coinpedia: "Democrats got what they wanted; now they need to take yes for an answer." Kalshi traders now put the odds of passage at 44%, up from 18%, and the bill still needs 60 votes to advance.
XRP Reacts as Passage Odds Climb
Separately, a prediction market tracked by Crypto Briefing shows odds of the CLARITY Act being signed into law in 2026 at 29.5%, a noticeable increase from previous figures. On Polymarket, the odds of Senate approval have risen to 33%, up from 14% on September 8.
XRP's funding rate flipped from negative to positive ahead of the vote, and open interest climbed 3.17% to $2.93 billion as long positions built up.
Analyst Eyes $1.60 on Continued ETF Inflows
Analyst Ali Charts said XRP faces an obstacle at $1.38, but a break above it could open the path to the psychological resistance at $1.60, provided the token defends support between $1.31 and $1.35. The bullish case comes as XRP ETFs recorded $18.98 million in inflows between September 7 and 11.
